Сьогодні багато
освітніх навчальних закладів використовують благодійні внески у фінансуванні
своїх потреб. Зазвичай, такими благодійниками є батьки, які вносять благодійні
внески у «добровільно-примусовому» порядку, та благодійні організації, які здебільшого
й визначають напрямки використання цих коштів. Проте, якщо благодійник не
визначив напрямки використання, то керівник установи повинен спрямувати ці
кошти на першочергові потреби.
Відповідно до
інформації Департаменту освіти і науки Тернопільської обласної адміністрації,
сума благодійних внесків, які надійшли до професійно-технічних навчальних
закладів за 2015 рік становила 5702,1 тис. грн. (враховуючи залишок
на початок року). Слід зазначити, що в Тернопільській області налічується 24
професійно-технічні заклади.
Аналізуючи їх
асигнування можна сказати, що найбільше припадає на одного учня з благодійних
внесків у ДПТНЗ «ТВПУ ресторанного сервісу і торгівлі» - 1224,9 грн (821 учень),
у ДНЗ «Борщівського професійного ліцею» – 1437 грн (304 учні) , у ТВПУ №4 ім.
М. Паращука – 990,7 грн ( 843 учні), та у Тернопільському центрі професійно-технічної
освіти – 931,4 грн (730 учнів).
Проте найменше
асигнувань у Товстенському професійному сільськогосподарському ліцеї – 70,4
грн, у ДНЗ «Підгаєцький професійний аграрний ліцей» – 69,8 грн, а також у ДНЗ «Скалатський
професійний ліцей» – 41,2 грн.
Загалом видатки з
благодійних внесків склали 5702,1 тис. грн. Серед найвагоміших витрат
були витрати на придбання предметів, матеріалів, обладнання та інвентаря, на
продукти харчування, а також на капітальні видатки.
Слід зазначити,
що кілька навчальних закладів, такі як ДНЗ «Підволочиський професійний ліцей», Професійно-технічне
училище №34 смт. Коропець, Зборівський коледж ТНТУ ім. І. Пулюя не отримали
жодних благодійних внесків. Зі сторони це може виглядати так, що вони не
відобразили цих внесків у своїх надходженнях, тому і відповідно не було додаткового джерела фінансування. Тому для
того, щоб не виникали сумнівні ситуації і для більш ефективного результату
благодійникам необхідно вказувати при внесенні благодійного внеску ціль їхнього
подальшого використання. Також благодійники повинні бути зацікавленні у
контролі за використанням їхніх грошей, або у створенні напрямку для їх
першочергового використання і посилатися на нормативне законодавство.
В даний час наша країна
знаходиться у важкій ситуації, тому усі громадяни повинні бути зацікавлені у
змінах на краще, а саме долучатися до контролю за використанням коштів бюджетів
на всіх його рівнях.

Ternopil National Economic University, TNEU was founded in 1971. It is located in the city of Ternopil, Ternopil Oblast, Ukraine.Today The university has 29,404 students in 19 specialties and 43 specializations.The educational process is provided in 72 departments, employing 1153 teachers. Among them: 45 – academics, 20 – corresponding members specialized academies, 69 – doctors, professors, 359 – Candidates associate.The curriculum of the University of intensive and flexible. It provides fundamental trained in the early years of training, followed by a transition to specialization by the gradual transformation of basic courses in specific disciplines.

Today TNEU has 15 units.One of the branches located in the capital of Armenia – Yerevan .The branch was opened in 2001 y. on the basis of an agreement between the Ministry of Education and Science of Ukraine and Armenia. It trains specialists in major international economics, banking, finance, accounting, and auditing computer systems and networks. Embassy of Ukraine in Armenia is actively involved in the university.Also there are a number of remote structures – in Foros and even Kiev . TNEU Ukraine provides specialists prestigious professions of financial and banking, accounting and auditing, economics and management, computer science and so on.Ternopil National Economic University was kind of a holding company,which includes institutions created at the former departments, centers and master’s Pre-University,Center for European and International Studies, joint-stock banks, innovation, training and production of agricultural, association of insurance companies, consulting and audit firms.At the Faculty of Economy of the Dresden Technical University, the University opened the program, after which students can Ternopil, except Ukrainian master’s degree majoring in “International Economics” also available German diploma with specialization in the chosen economic direction.Vinnitsa Institute of Economics – Branch TNEU in Vinnitsa. Director – Pohrischuk Boris, deputy director – Vladimir Kozlovsky. Institute trains students in three areas – finance and credit, accounting and auditing, and business economics.
